Harmonised standards related with CE marking for hot bituminous conglomerates are included in the UNI EN 13108 series and after co-existing for some time they became binding since March 2008.
Bitumen is regulated by several standards depending on its composition. The main harmonised standards affect traditional bitumen, whose specifications are provided for in the UNI EN 12591 standard, enforced in January 2011, and polymer bitumen, which has to be marked in compliance with UNI EN 14023.
The CE marking for cationic bituminous emulsions is reported in the harmonised standard UNI EN 13808 in effect since August 2015.

Based on applicable laws, the manufacture shall:
- Supply a well documented monitoring system for the production process in compliance with the applicable harmonised standards; such documents are defined as “Factory Production Control (FPC)” documents;
- Carry out preliminary tests and plan a regular monitoring plan;
- Classify and declare – based on the test results – product features in compliance with the standards.
Harmonised standards require certification level +2 for the whole product range. It is therefore necessary to involve a third certification body to perform the preliminary check and monitor the production process.
The so-called cold asphalt is a bituminous material, which is currently not covered by CE marking, yet increasingly more often used. Its performance and composition must nonetheless be monitored.
The Ministerial Decree No. 69 of March 28th, 2018 was recently issued to stop classifying recovered bituminous conglomerate – also known as milled material – as waste material, provided that all environmental and composition prerequisites are satisfied, as per part b) of Annex 1, used as constituent in hot bituminous conglomerates, cold bituminous conglomerates and road substrates.
Tender specifications require checks on bituminous conglomerates, bituminous emulsions and, if necessary, on cold asphalt used in road building sites. Our company can guarantee technical and laboratory assistance also in this case.
